accident early this morning. jade hernandez is -- [ inaudible ] >> reporter: i can tell you the good news is that crews have uprighted this big rig that came off the off-ramp, the columbus parkway off-ramp too fast this morning. what you are looking at is the wrup uprighted big rig and what it was carrying. the driver is going to be all right but the highway patrol tells me he took it too fast. it flipped his big rig and all thed so came off. it is still under investigation at this point. the chp is optimistic they are going to get this cleaned up in 45 minutes.

i was told the on-ramp to westbound i-80 is still open. if you go past where this accident is, i have been told it is a mix of residential businesses -- slash businesses, so anyone coming through this area may have to be rerouted for the next hour or so. we are live here in vallejo, we will bring you the latest from the chp, live, jade hernandez, back to you. >> 5:01. another tragic accident overnight. a bicyclist hit and killed on a bay area freeway. this happened on interstate highway 505 after 1:00 this morning. police say an unidentified bicyclist in his 20s road the bike on to the lanes of traffic and he was killed. the driver who hit him flagged down an officer a mile down the road saying he thought he hit a

deer. the chp is still investigating. >> police are warning women after two recent attacks in parking garages. the latest incident happened at 4:00 tuesday afternoon at the lee avenue parking garage. police say a man grabbed a female student in a stairwell but she managed to fight him off. last tuesday around 5:30 in the morning police say a female student was pushed into her car and raped near the science building. >> it is midday, scary that somebody has courage to do that in daylight, very nerve- racking. there should be more security. there should be more police officers around. >> campus police say they are patrolling parking lots more frequently and working on suspect sketches, one is described as l tin 040 to 50, the other is described as a heavy set african american man wearing a ski mask. >> a new $3 million federal grant will help oakland pay for

violence prevention programs. about $2 million will be set aside for a program to keepd a risk youth out of trouble. $750,000 will help put teenagers released from juvenile detention back into school. an additional $750,000 will help young adults find jobs after getting out of jail. two people were shot and wounded overnight in oakland. this happened around midnight near market and 32nd street. police were called when two shooting victims, one of them in critical condition, sought treatment at highland hospital. a police search of the crime scene showed bullet casings scattered all over the street and an undisclosed amount of cash. >> we have a description of a man who assaulted a female

rosa, napa, 90 calastoga, and mid-80s on the peninsula. sunny and warmer, key days sunday and monday, temperatures inland 90s, the coast will stay in the 70s. pam and dave. >> another emotional day for victims of the san bruno pipeline explosion. today the crews will start day 2 of that clean up of the more than 3 dozen homes destroyed by the gas pipeline fire and explosion. claudine wong is out there with the latest aced all the details. >> reporter: good morning, dave. yes, demolition will begin again, once again at about 8:00 this morning as crews continue to try to clear debris from this san bruno neighborhood. they are trying to get it back open in just a few weeks. it was a very busy day yesterday. we are on glenview just up the hill from where the crater is where this all happened. that is one of the areas they are focused on this morning. air monitors are being used to

make sure levels stay safe. it is unrecognizable and emotional. certainly crews well aware they are dealing with someone's home. they are being as careful as possible. we talked to them yesterday. they survived and watched them scoop up the home they had lived in for decades and dumped what was -- what was left. >> they picked up my rv and just threw it in the garbage can and there wasn't too much of it left to throw in actually. >> almost a sense of lows sure it is really over and to see the big jaws come and lift up our car and just -- >> drop it -- >> drop it in the garbage you know it was not as emotional i thought it would be. >> reporter: so what happens today? well yesterday things moved slowly because the county said it was the first day of clearing and they wanted to make sure they went through the

welcome back. a federal judge will rule to lift a moratorium on executions in california. it was banned after lethal injections were ruled cruel and unusual punishment but the state has upgraded its death champ bier and retrained its staff and is ready for executions to resume. >> president obama is wrapping up a three day visit to the united nations today. the president, along with many other world leaders, is condemning controversial statements by iran's president before the general assembly. alison burns is live in our washington, d.c. bureau with all the details. good morning, alison. >> reporter: good morning to you, dave. president obama was not there for the speech but he is

always a wide variety in this kind of a pattern. sunny today, then warmer, then saturday, sunday-monday though look like the primetime for the warmest to hot conditions with 80s 90s to near 100 degrees in the most inland locations. ♪ [ music ] >> well european markets are starting the day on a downward trend, overnight asian markets were mixed after the latest u.s. jobs report provided more evidence of an athemmic recovery. the nikkei ended the trairding week lower despite an apparent entervngs in the currency market by the bang, of japan to weekend the yen. australia and new see land fell but markets in hong kong, australia and india all gained ground. right now a slightly higher opening, traders are waiting on reports of durable goods orders and new home sales to -- for fresh clues of which directions the margs could be headed. the dow jones down 76 points.

the nasdaq and s&p also slipping yesterday. the controversy over glaxo smith klein's diabetes drug continues. it will be discontinued and no longer available across europe. here in the u.s. people already taking avandia will be able to continue using it but will have to sign a consent form. new patients will only be allowed to use it if no other drug works for them. >> 5:20. is it possible, could an end to the state budget embase finally be near? we will tell you when the big 5 negotiators say they think they will have a deal. >> spend in on prisons is growing 20 times sphafter than spending on education here in california, what is being done to change that. >> and if you are driving to the south bay we will take a look at that express lane and see what it is doing to traffic this morning.

years california's spend ig on prisons has increased 20 times faster than spending on education. >> it would be great if we could take that money and pay for higher -- for k-12 quality education, higher education and everything else that we need to make this a positive strong country. >> now, if passed the national criminal justice commission act of 2010 would authorize $14 million over two years, that money would fund a research committee that would make recommendations on how to improve the nation's criminal justice system. san francisco has yet to apply to host the upcoming america's cup sailing race. the city is one of three locations considered for the 20 13 race but according to the examiner it will likely miss a self imposed end of the month deadline to come up with an official bid because of unresolved issues. the city says racing officials have been flexible about that deadline.

>> we are now hearing california's record budget stalemate may soon be over. after meeting yesterday at the governor's private office in southern california, the so- called big 5 announced they have got the framework for a deal. i they department give details of how they plan to close the budget shortfall but a spokesman says they hope to have it finalized by late monday afternoon. he says the big 5 will meet on monday at the governor's office in sacramento. the legislator would legislature would have to draft the language and it could take several more days. when a budget is finally passed it will be the latest new budget in california history. >> a big rig rolls over in solano county this morning creating quite a mess. find out when it is expected to

good morning to you. welcome back. this is the ktvu channel 2 morning news, it is friday, september 24th. i am dave clark. >> i am pam cook. time is 5:30 and stephen has been saying it is going to be pretty warm this weekend. >> it is, pam, for many, away from the coast, get that boat fired up. head out there. we will have 80s, 90s. it does look warmer but more likely on sunday than monday. we will explain that coming up. now, here is sal. >> steve, good morning. northbound 101 traffic looks good as you come up to the 80 split with no major problems also this morning's commute looks good at the westbound bay bridge toll plaza. no major problems here. ktvu channel 2 reporter jade hernandez is at the scene of a truck accident that has been there since early this morning and has a big clean up effort underway in vallejo, jade. >> reporter: good morning, sal.

the biggest obstacle right now is actually getting thed so off the roadway. the tractor-trailer is already gone. the california highway patrol is re-evaluating how long they think it will take to clear thed so from the road. this off-ramp has been closed since 2:30 this morning. the chp says the driver pulled off way too fast. the chp says the driver blew past a stop sign then slammed on his brakes for 200 feet and was still unable to keep his trailer from tipping over. he suffered cuts to his head and hand. it does not appear drugs or alcohol played a role but speed did. >> we can pull it off and later take our time removing it from the shoulder.

>> reporter: what you are looking at is a stop sign they installed a couple of years ago, the reason is that many accidents were happening right here at this off-ramp. the tractor-trailers were not negotiating speed and flipping over right here. this morning's accident happened at 2:45 and involved on the tractor-trailer and speed played a factor. the biggest obstacle is getting the right equipment here to clean it up. the chp tells me it will take another couple of hours to clear it off the roadway. >> 5:32. in the east bay police are telling parents and children be on alert after several attempts by strangers to lure children off the streets. the attempts have happened during the past week and a

half. in brent wood, pleasant hill and yesterday in walnut creek. brentwood police say a man has been telling children their parents asked him to walk them to their soccer games. similar incidents happened at other places. >> the best thing to tell them is if anybody comes up that you do not know do not go with them no matter how convincing they are. >> the police say the cases appear to be unrelated. all three men reportedly have different descriptions. a walnut creek optometrist has been convicted on felony counts of arson. he was accused of setting fires in several businesses last year. he was convicted of all the charges against him including setting fire to the comcast building that knocked out power to 40,000 customers at the

time. wineberg has a well documented history of bipolar disorder and pleaded not guilty by reason of insani. >> they will have a memorial for them. a service will begin at 4:00 this afternoon followed by a recreption where he had just started his senior year. the california public utilities commission is putting together an independent panel to investigate the san bruno explosion. the three to five member pam will look at what caused the blast and make recommendations on what needs to be done to prevent another disaster. pg&e is offering to pay for that. >> there will be a funeral this morning for a teenager killed in a car crash.

family and friends of issack brought will gather at the church. he was a passenger with 4 of his classmates when it crashed. a driver was charged with vehicular manslaughter and is due in juvenile court to enter a plea. eddie fisher has died at the age of 82. >> the singer made headlines with his marriages to and divorces. he was later better known as the father of actresses carry and jolie fisher. he died after complications from hip surgery. >> our time is 5:35, police are warning women at san jose city college this morning after two recent attacks in parking garages. we have this report from kraig

debro. >> reporter: good morning, dave, campus police have issued an alert to people on campus, especially women but one of the problems is they only have three full time police officers. one of the attacked happened here at the lee avenue parking garage. it was around 4:00 p.m. on tuesday afternoon. a female student told police she was walking up the stairs to the second floor of the garage, police say the suspect is latino, 40 to 50 years old. >> suspect pulled on her sweatshirt from behind and pushed her against the half wall, after which she turned around, he attempted to push himself against her, his body against her, and she -- she fought back -- >> -- very concerned about my safety, especially being a young woman walking home at 9:00 from class. >> reporter: last tuesday at 5:30 in the morning a female student arriving for class at another parking garage near the science building was pushed back into her car and raped. the suspect description there

5:37. here is steve. >> all righty. sal, thank you. happy friday, everybody. skies are clear. cool for some. not like yesterday. we had a couple of 30s yesterday, when cooed 39. this morning 40s and mid-90s, upper 40s. as you probably heard by now temperatures are going up. they went up yesterday about 5- 10 degrees, today upper 60s, 70s to near 80 on the coast and low 90s. the weekend saturday looks to be a push. not much of a change today. sunday could be the transition day as we start to see inland temperatures warming up. then monday-tuesday look to be warm to hot. this does not -- the coast will warm up but we are not going to see that rip-roaring offshore wind or anything, just a big old guy high pressure coming in and he wants to flex his muscle. storm trex to the north. there is another system that might drag across clouds but yf all -- it is lifting. as it lifts it continues to see the high build in and warm us up. 70s, 80s 90s, sunny, nice to warm to hot. sometime low 90s that is hot.
